Is stubble burning a hazard or a safety precaution in the countryside?

Fire fighters hose down the remains of a barn fire at Little Yeldham in Essex, throwing down the remains of the thatching to expose the rafters. Views across burnt fields. The title of this news story and the Anglia TV metadata suggests that the source of the fire was the burning field. Interviewee John Gardiner sees it differently saying that if stubble burning were banned as some have suggested, a fire like this could have spread as far as Sudbury seven miles away in the absence of any fire breaks until the River Stour.
