Civic and public life in post-war Norwich.

Made by local amateur filmmaker Charles Scott, the film documents the civic and public life of Norwich in the years immediately following the end of World War II. Beginning in 1947, Scott captures the arrival of Mr Justice Hilbery, a circuit judge holding assizes at Shirehall, and the assembly and use of pre-fabricated housing. On Whit Monday 1948, Scott takes his camera to the Norwich Road Safety Fete and Gala in Eaton Park, shots of performing Alsatians, a parade by the Dagenham Girl Pipers, a horsemanship display by Captain Palmer, and a parade of vintage automobiles. Later in 1948, Scott returns to Eaton Park for the Norwich Industrial Week Carnival, which features a costume parade and Punch & Judy show for the children, as well as tug-o-war contests, boxing matches and the performing Alsatians of Charles E. Fricker. In 1949, Scott records a match at Carrow Road between Norwich City FC and Aldershot Town, beginning with shots of the crowds heading to the ground and views of the packed stadium, followed by highlights from the game. A colour segment follows, showing the dedication of a city memorial to victims of the blitz, with statistics given and plaques shown. Also featured is a Veteran Car Club Rally assembled around Norwich City Hall, scenes from Monday Dancing in Chapelfield Gardens (including an official with a ruler to measure the proximity of couples), and the parades and mock battles of the student rag.
