Scenes showing the development of Thetford with new housing and industrial premises. A shot of the ornamental town sign surrounded by houses is followed by views of building sites for new industrial premises, factories and workshops in various stages of construction. An interior shot of an established workshop shows men using metal grinding machinery. A bricklayer trowels cement and painters brush a wall and ceiling. Men dig trenches to prepare a building site. The film ends with shots of a new petrol station and new homes with gardens not yet planted, with children playing on the street
